“Green” the federal, state and local government budgets and accounting systems so that financial planning for development can be put on a sustainable basis. Take into account all costs, including environmental costs. Ensure international debt reduction programs to reduce the pressure on governments and native communities to develop water resources related to energy or other development or issue large lease holdings that will result in over allocation of water or impacts to water quality.
