Develop and strengthen environmental sovereignty of the Native Village tribal governments. Require federal agencies in Alaska including BLM, BOR, BIA and USFWS to consult and partner with Native Villages in Alaska to monitor and apply for reservation of instream flows in Alaska to protect key subsistence watersheds.
