Apply federal, state, tribal and international laws, policies and to protection of habitat. Call on the National Oceanic and Atmospheric Administration (NOAA fisheries) and other federal fisheries agencies to establish meaningful tribal consultation as an integral component of their implementation of the CZMA and become wholly compliant with the consultation process.
