Identify areas of natural water storage and look at effects of infrastructure on restoring those areas. Identify wetlands that have been created by current inefficiencies of water infrastructure, since repairing the infrastructure may eliminate the wetlands. Identify places where new wetlands should be created to compensate for repaired infrastructure.
